Author-Name: Danny Freira Salina Author-Workplace-Name: Departamento de Ciencias de la Administración, Facultad de Ciencias Económicas y Administración, Universidad de la República, Uruguay Title: ADAPTATION OF THE INFORMATION SYSTEM OF URUGUAY NATIONAL EMERGENCY IN THE CONTEXT OF THE COVID-19 PANDEMIC Abstract: The improvement of Information Management systems (IMS) within public organizations responsible for the risk management associated with the COVID-19 pandemic was an important challenge for politicians, technicians and data users of public and private healthcare system. This essay presents the adaptation process of the Integral Monitor of Risks and Effects (MIRA) by the National Emergency System (Sinae) of Uruguay to meet the requirements of this exceptional situation. It was adapted to guarantee an efficient identification, treatment and follow-up of the affected people. The process involved the coordination by hundreds of public and private organizations from various areas (health, education, information security). To document the process and show its strengths and weaknesses, a qualitative compilation and analysis of the multimedia communications published between March 2020 and November 2021 was carried out. The process leads to the identification of initiatives that favorably contributed to manage the process and decision making, such as public displays and the monitoring and control of critical care. Emerging limitations are ordered considering their relevance and effects in order to manage situations of a similar nature or scope.
